Terms of Reference – Council on Learning
2 Members from each Presbytery – Term: Three (3) years, with a possible renewal for a second term.
(Students are not eligible to sit on the ANCC Council on Learning)
Leading Elder or one Past Leading Elder (who chooses the Council with whom they will serve)
Director or Staff such as the Keeper of the Learning Circle from the Sandy Saulteaux Spiritual Centre
Staff: Conference Personnel Minister
Quorum: must have at least two presbyteries represented and 2/3 of the council present.
Executive: the Council on Learning will elect a Chairperson, Co-Chairperson, a Secretary and one other member. The Leading Elder will also sit on the executive.
Terms of Reference
Duties of the Executive:
- To attend to any emergent matters that may arise prior to the next meeting.
- To plan and prepare the agenda for the meetings.
Duties of the Interview Board (List the whole Council on Learning)
- To assist inquirers and others referred to it in assessing their vocational goals and/or general suitability for membership in the Order of Ministry; and
- To assist Presbyteries or other referring bodies in determining the suitability of those referred to it to function as Ministry Personnel in the United Church.
- To set up a standard procedure for assessment and supportive measures if required for those referred to it.
- To interview each person referred, either by a team of no fewer than three (3) persons or, at the option of the Board, by the Board itself.
- To report confidentially to the referring Committee or Court and to the interviewee at the same time.
Education and Students:
- To receive annually from the Presbyteries reports on all Inquirers and Candidates, and to report their names to the appropriate General Council working unit;
- To receive the Presbytery reports on each Candidate recommended for ordination or commissioning.
- To examine separately each Candidate recommended for ordination or commissioning, either by a team of no fewer than three (3) persons or, at the option of the Committee, by the Committee itself.
- To report, to the conference Executive for information and to the Conference for action, its recommendation concerning each Candidate for ordination or commissioning.
- To receive and to consider a recommendation from a Presbytery to designate a Lay Pastoral Minister-in-Training as a Lay Pastoral Minister, to conduct an interview of the Lay Pastoral Minister-in-Training, and to make a recommendation to the Conference.
- To review the Presbytery reports on a diaconal minister, ordained minister (or equivalent) from another denomination recommended for admission to the Order of Ministry of the United Church by a Presbytery of the Conference, to conduct a final interview of the applicant, and, if satisfied, to recommend that they be admitted by the Conference.
- Settlement responsibilities when required.
- To provide information and resources to Presbyteries and Pastoral Charges when required. (i.e. Needs Assessment process – Search committee process)
- To provide support for Ministry Personnel including providing support when clergy are sick.
- To advocate for Ministry Personnel.
- To support pastoral relationships between clergy and congregations.
- To walk with the Presbyteries through the pastoral relations process – including the routing of pertinent forms.
- To promote the interests of the Pension Fund and Group Insurance Fund.
- To take an interest in the welfare of beneficiaries of the Pension Fund.
- To consult as requested with individuals on requests for retirement, or disability allowances.
Since the Council on Learning deals with sensitive issues relative to student and pastoral affairs, it is important to maintain confidentiality of this information.
