Terms of Reference – Council on Healing and Respect
The Term of Office for each member shall be for one term that runs concurrently with Grand Council. That is, if Grand Council occurs every three years, the Term of Office of the members shall be also 3 years, with an eligibility to serve two (2) consecutive terms or a total of six (6) years. Members are affirmed at the next Grand Council meeting in a special recognition ceremony.
2 Members selected from each Presbytery with 2 Alternates names. Alternates represent the member in his/her absence. Ministry Students are given consideration so as to allow for their development in COH/R work. Members are selected and/or confirmed by the whole presbytery at their Presbytery meetings. Members who resign are replaced at the next Presbytery meeting.
Context of Work of Members
Members represent their presbytery and work with their Pastoral Charges & Presbytery and ANCC to ensure their recommendations are presented to COH/R work. Consideration is given to the issues affecting First Nations’ United Churches. For example, the historical legacy of residential schools, its intergenerational impact and other form of colonization on first nation people. It is also realized that the work of the ministry in the first nation community is about building the spirit of the people so spirituality may be truly lived.
Duties of the Members
- To speak on and support their respective Pastoral Charges and Presbytery priorities related to social justice and healing issues at COH/R meetings.
- To communicate decisions made by the COH/R to their respective Pastoral Charges and Presbytery on decisions, proposals and/or work of the council.
2 Elders (1 male and 1 female) are invited and selected by the Speaker in consultation with the COH/R. When an Elder is not available for a COH/R meeting, a retired past leading Elder is invited to attend. Elders alternate in leading the worship at COH/R meetings.
Duties of Elders
- Listen with their hearts and mind, provide support & encouragement to the members of the council.
- Offer guidance and their wisdom on the agenda items and the work of the COH/R.
- Provide spiritual leadership, discernment and prayer to the council when the members cannot reach consensus on issues.
2 Corresponding Members from the United Church of Canada one of which must include the Healing Program Coordinator of the Aboriginal Ministries Circle. The other member is representative of Indigenous Justice & Healing, Indian Residential Schools or Living Into Right Relations.
Duties of Corresponding Members
- To be a resource to the council on matters of healing and justice work affecting the aboriginal community.
ANCC STAFF MEMBER
1 ANCC Staff member who is considered ‘ex-officio’ therefore does not have a vote.
Duties of the ANCC Staff Member
- The staff member is the administrative support to COH/R and assists the Chairperson in completing the work of the council. For example, assists in developing the draft agenda, sending out minutes and helping with the follow-up on directives given by COH/R.
The COH/R will elect from within its council membership:
- 1 Chairperson and 1 Co-Chairperson from within its membership with consideration to gender balance. The Chairperson works with the ANCC staff member to develop the agenda, chairs the meetings and presents the COH/R report to ANCC Executive. The Co-Chair acts as Chair in his/her absence and /or takes over the Chair when a conflict of interest situation arises for the Chairperson.
- 1 Recording Secretary. The Recording Secretary records the minutes of the COH/R meetings. In his/her absence, ANCC staff member may take notes. For example, at conference calls.
- 1 Corresponding Secretary. The Corresponding Secretary brings correspondence, reports and/or proposals for the COH/R consideration.
- COH/R Executive membership consists of 1 Chair, 1 Elder and 1 member from each Presbytery. The Chairperson also represents his/her respective presbytery at Executive meetings with the total executive membership being 5.
Duties of the Executive:
- To plan and prepare the agenda for the meetings.
- To attend to any COH/R matters that may rise between meetings.
- The work of the COH/R Executive is done through conference calls.
TERMS OF REFERENCE OF THE COUNCIL ON HEALING/RESPECT(COH/R):
- To support and work with the Council on Sharing and the Council on Learning on ways to help address social, justice and healing initiatives within the Aboriginal United Church community.
- To connect, educate and advocate support for the Aboriginal community with outside agencies on social, justice and healing issues.
- To promote a knowledge of Christian & Aboriginal Traditional spirituality to ANCC Presbyteries, the United Church of Canada and the World.
- To promote the use of Christian & Aboriginal Traditional spirituality resources;
- To connect and relate to the work of the World Council of Churches, the Canadian Council of Churches and Kairos.
- To promote a knowledge of and concern for the work of other organizations related to Aboriginal Rights (eg) Land Claims; Councils of Indigenous Peoples; Aboriginal Rights Coalition; Sisters in Spirit; Indian Residential Schools; Living in Right Relations.
- To assist ANCC Presbyteries in relating to the work of the Indigenous Justice, Indian Residential Schools Steering & Living into Right Relations Committee and the Aboriginal Ministries Circle & its programs.
- To establish a process that supports Presbyteries in safe and secure records and archival documents that provides easy access.
- To work with the National Archives and other Conference Archives Committees of the United Church of Canada for the gathering and safe keeping of archival material.
- To promote the work of the United Church Women’s groups and to help re-establish the traditional role of women in building the spirit of women, children and community.
To meet twice per year and to present reports with recommendations and/or proposals to ANCC Executive and Grand Council.
